How to evaluate funds efficiency of talent project，is one of the main criteria to measure the scientificity of setting up talent project. This study developed a universally applicable talent project evaluation index system，using this evaluation index system to evaluate the input and output performance of outstanding talent training projects in Beijing，and accumulate experience for the performance evaluation on national level. At the same time，putting forward the proposal to establish communication mechanism，strengthening the follow-up tracking support，and improving the project management mechanism，will improve influence of outstanding talent training projects in Beijing.
