To achieve a comprehensive moderately prosperous society in the year 2020，not only need maintained steady growth of the economy，but also need full building in society，people’s livelihood and other undertakings. Through analysis in this paper，Changde City has made remarkable achievements in building a moderately prosperous society，the overall effectiveness is in the forefront of Hunan Province. But there are still problems to be solved like insufficient investment in innovation，economic structure still need optimization and general development between districts and towns，in accelerating the process of building moderately prosperous society，urgent need to solve some key problems which constraints the economic and social development，and take effective measures to provide a strong driving force in Changde City for building moderately prosperous society.
