Over a million civil organizations are active in all sectors of German society. The German civil organizations play a significant role in politics, economy and social life of the country, particularly as the representatives of public interest. A negotiation system has been formed between the civil organizations and the government, through which the civil organizations participate in political decision making, therefore help to alleviate burdens on the country and promote the achievement of public interests. The German civil organizations underwent tremendous changes in the past fifteen to twenty years. Being characteristic of networking, Europeanization, internationalization, and specialization, the German civil organizations are both effective carriers for citizens to involve themselves in and effective strength to build harmonious society. Under the legal framework of the country, the German civil organizations implement self-management and self-discipline.
