With the increase of international migrants，the OBOR initiative has offered better conditions for Chinese migration abroad and more opportunities for overseas Chinese. The author tries to analyze the different names of overseas Chinese both in Chinese and English and illustrate the historical contact and present linkage between China and East Africa/Middle East（especially Oman）. It argues that the maritime silk road provides a possibility and feasibility for cooperation in an industrial capacity. Using He Liehui’s Touchroad Group’s cooperation with the SEZ of Djibouti as an example，the article analyzes the connections between Overseas Chinese and the maritime silk road.
