Under the background of the general downturn of the world economy，the problem of overcapacity is more prominent than before. The marginal effect of the original means of dissolving has been reduced day by day. The international and domestic political and economic environment has become more complicated. The conversion of new and old kinetic energy has not yet been completed. As a heavy task to the production capacity of the provinces，Hebei is facing greater pressure to resolve the excess capacity in the emergence of many new situations and new problems，the means to resolve and the ability to make new demands. In this paper，through the analysis of these new situations and new problems，this paper puts forward the corresponding resolving strategies.
