At present，Hebei is as the Beijing-Tianjin-Hebei cooperation in the development of industrial transformation and upgrading of experimental areas to be focused on promoting and development. But the objective point of view，the past 20 years，Hebei Province，industrial transformation and upgrading of the road has never been interrupted，but the effect is not satisfactory，“Jiu tone is not excellent，long turn does not rise” become the norm. Based on this，this paper analyzes the institutional obstacles of Hebei’s long-term industry development，and puts forward some countermeasures and suggestions to meet the needs of the coordinated development of Beijing，Tianjin and Hebei，break down the institutional and institutional barriers，build industrial transformation and upgrading experimental zones and promote industrial transformation.
