According to the supporting needs in the comprehensive development of people，this study gave some thinkings and proposed a theoretical framework to evaluate the development of the districts or county-level cities in Guangzhou，and established an evaluation indicators system with the main framework of wealth capital，knowledge capital，social capital，industry capital and sustainable development capital. By using the obtained data，we roughly evaluated the development levels of the districts and county-level cities in Guangzhou between 2005 and 2006，and made some comparative analysis，and provide some policy suggestions. <<
