This article explores the necessity，urgency and competitive predominance and so on of Guangzhou’s headquarters economy development during the period of the transformation of social economic development model. Then，it fixes the strategic target to develop the headquarters economy，at the same time，puts forward some countermeasures for it’s promotion from angles of development plan，industrial layout，government function，headquarters base，service system and human resources，etc. <<
