本文研究的核心问题是中国基金会的“散财之道”,即中国基金会是如何花钱的,花钱的方式正在发生哪些变化。归纳总结诸多国内基金会的散财方式,根据公益项目实施机构的范围以及基金会确定项目实施机构的方式,将中国基金会的“散财之道”分为封闭式和开放式两种类型。封闭式散财的特点是封闭性与垄断性,指令性与行政性,低成本与低费用。
这种散财方式运作方便、实施迅速,可降低基金会的行政运作成本,提高公益财富的使用效率,但可能侵蚀基金会的社会性和民间性,模糊基金会与政府的行为边界。开放式散财的特点是开放性、透明性、竞争性和选择性,可使社会公益资金真正进入公民社会部门,在社会中高效运转起来。伴随着民间组织三十年的发展,中国基金会的散财方式正在由封闭式向开放式转变,表现为项目实施机构的扩大和公开竞争机制的引入。开放式散财将促进我国基金会担当起第三部门支持性机构的重任,成为中国公民社会的引擎!
<<This paper focuses on how Chinese foundations distribute donations,i.e. the ways in which they spend their money and how those ways are changing. Reviewing the practices of numerous domestic foundations,this paper identifies two methods of distribution based on the fields in which recipient organizations work and their methods of selecting those organizations. These methods are referred to as“closed”and“open”. The“closed way”tends to be,monopolized,mandated from the top-down,bureaucratic,low-cost,and donates small amounts. While simple and fast,qualities which help to reduce administrative costs and increase the usage rates of wealth,these“closed way”,qualities may also corrode the independence of the foundations and blur the boundary between governments and foundations. The“open way”tends to be transparent,competitive and optional. This method of distribution allows donations truly to enter the civil society sector and become highly productive in society. As civil organizations continue to develop,foundations in China are shifting their methods of distribution from“closed”to“open”,a change accompanied by the growth of operating partners and the introduction of competitive mechanisms. The“open way”trend will develop foundations’capacity as supporting organizations in the third sector and help them become engines of civil society in China.
