伴随着“去单位化”和“小政府、大社会”等社会结构的变迁，以及社会保障模式的转变，社会保障实施机制必然发生变化。现在出现了社会保障实施的社区机制。所谓社会保障实施的社区机制，就是让社区承担部分社会保障实施的责任，其中最主要的内容是负责对社会保障对象的管理与服务。社会保障实施的社区机制具有非单位化、政府主导、社会化、专业化等特征。在建立和完善社会保障实施社区机制的过程中，需要解决一系列的问题。
<<With the changing of the social structure and social security pattern，the system of social security in practice necessarily improves，so the community system of the social security in practice appears according to the improvement. The community system of the social security in practice means that the community partly undertakes the duty of the social security in practice. It’s the most important part that the community is responsible for the management and service of the social security objects. It’s characterized as un-unit，government predominance，socialized and professionalized. It needs to resolve a series of problems to establish and perfect the community system of the social security in practice.
