一个国家或地区的城市化进程是否顺利与成功，关键在于在城市化进程中是否能够形成一个人们各尽其能、各得其所，和谐相处的社会，而这背后是形成一个合理的社会阶层结构。
和谐社会应当使社会成员，特别是那些社会弱势阶层成员在遇到风险时依然能够体面尊严地生活，而这需要社会保障制度进一步提标扩面，强化对弱势群体的保障力度，将更多的社会成员纳入到社会保障中来。
在打破社会阶层之间的壁垒，促进社会流动方面，要消除就业限制政策，消除城乡分割户籍制度，消除人事方面的制度障碍，增强社会流动中的后致性因素，使得更多的社会成员能够拥有向上流动的可能。
进一步加强社会建设，促进社会阶层结构的合理发育，消除社会流动中的梗阻，协调好阶层间的利益关系，使各阶层成员各得其所，互惠互利，和睦相处，应是北京城市未来发展的应有之义。
