Although environmental conditions,according to governmental reports,are improving,the public is hardly reassured due to testing and indicator problems and environmental accidents. Both China's development and the global situation in 2011 have shown a confusing prospect. By studying the special structural and legal features of China's development,this paper aims to obtain a deeper understanding of the institutional obstacles to and the deep-rooted reasons for development. Only actions can change the current situations and save the humanity. <<
