The anti-poverty effect of education welfare in the minority-concentrated region is specifically reflected in the following four aspects：1. Improving educational level of the population in the minority-concentrated region；2. Training a big batch of special talents and management talents from ethnic minorities. 3. The proportion of those receiving bilingual education keeps rising，laying solid foundation for those from ethnic minorities to enhance employment capability and integrating into modern life. 4. Promoting accumulation of human capital. Giving better play to the role of education-based anti-poverty in the minority-concentrated region should start from the following 6 aspects：1. Enhancing educational input in ethnic minorities；2. Quickening development of education of various kinds and at various levels，to improve education popularization level；3. Implementing more specifically targeted educational assistance policy；4. Enhancing vocational education and higher education；5. Implementing special preferential policy for teachers in the minority-concentrated region；and 6. Advancing bilingual education effectively.
