Shanghai plays a very important role in China’s economic development. With the global climate change，the impact of various natural disasters and extreme weather on Shanghai is increasing. The climate vulnerability of Shanghai begins to appear. At present，in the process of social and economic development，Shanghai faces the pressure of population gathering，resource consumption and environmental pollution. The climate vulnerability will increase the potential socio-economic losses of Shanghai. In the context of global climate change，for Shanghai，both opportunities and challenges，how to deal with the city’s climate vulnerability，to achieve the transformation and development of the city is one of the important issues to be solved. This paper argues that Shanghai should transform into an resilient city from five aspects to deal with the urban climate vulnerability. Mainly includes：strengthen the propaganda work of community disaster prevention and the community construction；formulate development planning，strengthen city construction to improve the ability to adapt to climate change；strengthen city infrastructure construction；strengthen the construction of ecological environment and constructing ecological barrier of Shanghai；optimize the energy utilization，promote industrial restructuring and development，reduce greenhouse gas emissions.
