To increase the grass roots governance innovation is an important part of the new ways that Shanghai comprehensively explores the social governance rules of super large city. So the “No.1 issue” of municipal party committee is made by the top level design and implementation in 2014. On the basis of objective investigation and analysis，a basic assessment about this grass roots governance innovation strategy is done for finding existing problems. Related strategies of further optimizing grassroots governance pattern is put forward in the future of Shanghai.
