当前,上海的国资改革一定程度上滞后于国企改革。未来上海将进一步聚焦国资管理体制改革,通过扫清国资管理体制改革面临的障碍,带动国有企业以混合所有制为核心的改革进一步深化。进一步深化国资管理体制改革,上海还面临国资投资运营公司缺乏市场化的人才选聘机制,国资投资运营公司的董事会职能弱化,国资委、国资投资运营公司与企业之间的关系还需进一步厘清等诸多瓶颈。而提升国资投资运营能力则是今后一个时期上海国资管理体制改革的重点所在。对此,上海应通过进一步优化国资投资运营公司的治理结构,形成充分制衡、独立规范的董事会结构,完善国资监管体系、实施分类监管,与国企改革相配套,形成改革协同力等途径提升国资投资运营能力,最终从根本上增强国有资本的控制力、影响力和收益力。
