The elderly care service is a major problem that needs the attention of the whole society. The introduction of social forces’ participating in elderly care service is an efficient way to make up for the insufficient supply of old-age service by government，market and family in. Furthermore，it is of great significance to meet the needs of the growth of elderly care service and promote the healthy development of China’s elderly care service industry. The paper analyzes the current situation and problems of social organizations participating in elderly care service in China. In view of the problems such as incomplete policy design，few financing channels，weak team building of talented professionals and so on，the research puts forward corresponding policy recommendations. In the near future，social organizations will be the main force and play an increasingly considerable role in elderly care service. It will be the focus of the social policy innovation to cultivate and support the participation of social organizations in the development of elderly care service. Therefore，it is necessary to build a sound comprehensive regulatory system to guarantee the participation of social organizations in providing elderly care service. With social organizations related to elderly care service being more professional，standardized and transparent，government will increase the cooperation with social organizations in the field of elderly care service and the benign interaction will then become the norm.
