As is noted by the State Council，to effectively sum up the experience of reformation，we should strive to learn from overseas successes，take an active part in promoting the development of outsourcing government-financed social services to civil organizations，and accelerate the forming of a new mechanism for providing social services. Given the present condition，this article focuses on analyzing the system arrangement for Non-Profit Organization（NPO）’s involvement in providing social services after delineating the outline of NPOs，which serve as one of the main civil organizations in terms of Japan，the neighbor of China，where the relationship between state and society is similar to that of China. This article suggests that since the modern times of Japan，its NPOs have achieved overall development thanks to the transformation of the relevant policies from tightness to ease. Following this，the Japanese government positively provides two system approaches-the civil-engagement approach and coproduction approach-for NPOs to take part in providing social services. The former includes Outsourcing System，PFI system（Private Finance Initiative System），Designated Manager System，and Market Testing System while the latter mainly refers to Civil-Proposal System. With respect to Chinese conditions，the Japanese experience reveals at least three points that are developing NPOs with an innovative system，realizing the legitimacy and diversity for NPOs’ involvement in providing social services，as well as exploreing new ways to make up for the deficiency of traditional ways of outsourcing services.
