This paper，based on the report” Broadband Adoption and Gaps in U.S. Metropolitan Areas” issued by Brookings Institute，tried to track current and changing broadband adoption rates at the U.S. metropolitan scale，and analysis the factors affect metropolitan adoption rates. It shows that multiple factors-including higher levels of income，educational attainment，and telecommuting-all have a positive and significant effect on broadband application in metropolitan area. Based on the analysis，the paper summarized the main implications for efforts to improve Chinese City Internet adoption.
