This paper mainly focuses on the advance and policy of EUROCITIES for the work and skills of the local start-up business and regional economic. It proposed the important role of supportive ecosystem for start-up business city，summarizes the start-up business plan of urban planning and main stages and characteristics of urban innovation system. This paper argues that the construction of start-up business system of European cities can be divided into three phases：stand-up，start-up and scale-up，and different focused promoting measures should be taken for different phases of system constructions.
