After the break out of the global financial crisis，some new problems emerged in Hong Kong，such as economic growth decline，drop of the global ranking. The fundamental reasons mainly lie in the industrial structure of Hong Kong has a high proportion of services industry and urban innovation activity has been weakened，the cost of living continues to rise and so on. In view of the new problems appearing in the current development of Hong kong，some countermeasures are put forward.
