Aging of population is a common social issue faced by many countries in the world today. Along with the aging a series of social problems have emerged，which pose new demands for urban development. By summarizing the research report published by Japan General Research Institute and other institutions，this paper analyzes the development trend of Japanese urban community care system，and untangles the developmental characteristics of the comprehensive aging system from the perspective of new form of community. At the end，we put forward the suggestion of urban pension in China.
