Favela is one of the most urgent issues in Rio de Janeiro and it restricts the development of Rio seriously. In order to ensure that the 2014 World Cup and 2016 Olympic Games can be held successfully，the Rio’s government increases the favelas’ intensity of remediation. Based on the research of the UNESCO（United Nations Educational，Scientific and Cultural Organization），the paper analyzed and summarized the characteristics of the Rio’s favelas. Then we discussed the functions of sociability in the process of the favelas’ governances from two sides：the relationship of police-community and the role of NGOs. In the end，some policy suggestions were proposed.
