Construction of online，transparent and intelligent “smart courts” is the main feature of People’s Courts Informatization System 3.0，as well as the key to the realization of the objectives of serving the people，serving the enforcement of judgments，and serving judicial administration. Through the change of thinking，the people’s courts of Shandong Province have fully realized the historical and realistic necessity of constructing smart courts，carried out in-depth analysis of the current situation，become problem-and demand-oriented，innovatively applied big data to carry out experimentations and explorations，and achieved important results in the fields of easy access to justice，enforcement of judgments，and judicial administration. Currently there is still a big gap between aggregate supply of and aggregate demand for smart courts in judicial practice. The transformation of ideas is the key to the construction of smart courts.
