Preschool education for migrant children in China is one important issue in education equity. Compared to compulsory education，a unified national management standard about preschool education for migrant children has not been established. Preschool education is also not included in basic public services. There are still many blind spots and imperfections in preschool education and management policies，which fails to secure migrant children’s opportunities of receiving preschool education and improving education quality. Governments need to strengthen administrative intervention in preschool education for migrant children，clarify management mechanisms at various levels and improve management level within kindergartens.
