This essay analyzes the history and the current situation of education for migrant children in Shanghai，based on a synthesis of management policies，statistical data and interviews from government as well as interviews with principals of non-governmental schools for migrant children. It approaches education for migrant children in Shanghai in the past ten years and forecasts the future trends from the following perspectives：changes in the number of migrant children，the situations of migrant children receiving education，fiscal investments in education，and changes in education policies. Against the background of population control in megacities，exploring intergovernmental coordination，stimulating market forces and paying attention to education after the compulsory education period will become the new breakthrough points of development in education for migrant children.
