本文通过统计分析2013~2015年珠三角地区随迁子女义务教育的基本情况,发现近三年来珠三角随迁子女数在快速增长,六成以上聚集在深圳、东莞和广州3个城市;随迁子女就读公办学校比例不到五成,积分入学政策与发展民办学校成为近年来随迁子女入学的两条政策主线。针对珠三角教育资源供求矛盾突出、某些输入地城市存在隐性的制度排斥以及民办学校教育质量参差不齐等困境,本文提出应把扩建公办学校全面纳入城市教育发展规划核心工作、形成各级政府财政投入分担机制、强化省级政府义务教育经费统筹力度以及全面推进政府向民办学校购买优质教育服务等政策建议。
<<By analyzing the basic condition of the migrant children’s compulsory education in the Pearl River Delta during 2013-2015,this report discovers that the number of migrant children in the Pearl River Delta has been increasing rapidly over recent three years,among which more than 60% have migrated to Shenzhen,Dongguan,or Guangzhou. Less than half of the migrant children study in public schools. Promoting the points-based household registration system and developing non-governmental schools are the two main policies for the migrant children to study in school. Facing the problems including the shortage of supply of education resources in the Pearl River Delta,the invisible exclusion policies of some cities and the uneven education quality in non-governmental schools,this reports points out that expanding public schools should be comprehensively included in the core work of education development projects. A new financial system that governments at all levels share education inputs needs to be established and provincial governments should strengthen the overall planning capability in compulsory education. The report also suggests governments to comprehensively purchase high-quality education services from non-governmental schools.
