广州市从2014年起针对流动儿童实施异地中考政策,设置了一系列报考条件以及非户籍考生不超过每年各公办高中招生总人数8%的名额限制。为了探索该政策在2014~2015年两年过渡期期间对非户籍考生升读公办高中产生的影响,本研究对2012~2015年官方招考数据的分析发现,非户籍考生人数逐年增加,但面向他们的公办高中招生计划有所减少,使他们进入公办高中的整体难度增大。其中,全市中考排名前5%的非户籍考生受到政策影响较少,而排名在10%~25%的非户籍考生升读公办高中的空间被压缩。同时在户籍考生人数减少的大背景下,非户籍生与户籍生考入公办高中的差距在政策实施后进一步拉大。
<<Guangzhou has implemented a “High School Entrance Examination Policy for Non-residents” for migrant children since 2014.The policy has allowed migrant children to apply for private high schools and secondary vocational schools in Guangzhou. At the same time,it has removed the “school-choice” fee for public high school admission,established a series of eligibility criteria,and set a quota limit of 8% of the total annual admission of public high schools. Based on the the analysis of the official statistics,this study shows that migrant children have increased in population size but have faced a decreasing number of admission quota,making their overall access to public high schools more difficult. While the top 5% migrant children have experienced minimal change to their chances of getting into public high schools,the migrant children ranked between the 10% and 25% have seen their chances reduced. Finally,the gap of access to public high school education between migrant children and local children has widened after the policy.
