According to the standard process of industrialization, the northeast three provinces in the middle to late stage of industrialization.From economic growth, comparative advantage, industrial structure and the innovation ability, quality is not high, the three northeast provinces industrialization embodied in the tertiary industry added value is lower than the national average and with the national average gap has a tendency to expand, r&d input and output does not have comparative advantage.Depth in the face of international industrial structure adjustment, the developed countries have put forward the strategy of "industrialization", the three northeast provinces economic collective stall, the task of improving the quality of the three northeast provinces industrialization increasingly urgent.In this paper, under the background of comprehensive revitalization of northeast old industrial base, according to the laws of the evolution of industrialization process, put forward to reshape location advantages, enhance the capacity of innovation, breaking system obstacles, and strengthen the opening to the outside world to accelerate the industrialization process of the three northeast provinces.
