The observation of public cultural policy experimental base indicates that from 2015，under the construction of modern public cultural service system of the strategic objectives established by the Third Plenary Session of 18^th CPC Central Committee，from the service to performance，the museums，libraries and cultural centers and the other public cultural institutions have been comprehensive and continuous improved. The funds of free admission are basically available，and the activity of social participation in public cultural services has improved steadily. And also found that some institutions begin to show diminishing marginal utility in public input. The way and the standard of financial security need to be optimized；The social forces to participate in the construction of public cultural are in small scale and at low base，and incentive policies are have difficulties in implementation，it is recommended to further research and formulate the implement details of central government policies to achieve implementation. Meanwhile，to strengthen the input-output performance evaluation of public cultural institutions，and establish the rewards system which is performance evaluation results oriented.
