扶贫涉及的范围非常广泛，经济、文化、教育、民生等领域都是扶贫之手触及之处。对于贫困地区而言，当前的扶贫更要注意未来的发展，教育是扶贫的重中之重。
教育精准扶贫，是指针对贫困地区的贫困人口进行精确的教育投入和教育资助服务，即根据贫困地区情况，提供配套的教育服务，使当地贫困人口真正掌握脱贫致富的知识与技能，进而促进当地的经济和文化发展，并最终实现脱贫的一种扶贫方式。
提高基础教育质量，推进基本公共服务均等化，是推动贫困地区基础教育快速发展的关键。为与广大人民群众受教育需求相匹配，湖南结合各地实际情况，因地制宜，构建了与经济发展相适应、与社会发展相协调的基础教育办学体系。逐步形成以政府办学为主，多种办学形式并存的多元化办学格局。
