精准扶贫是一项系统工程，需要社会的广泛参与，这种参与不仅包括政府组织与非政府组织，还必须包括广大的农村居民尤其是扶贫对象，通过支持和帮助扶贫对象参加扶贫项目和活动，可提高他们自我持续发展的能力。
精准扶贫的要点是，针对不同贫困地区的不同生存环境、不同贫困户的状况，运用科学有效程序对扶贫对象实施精确识别、精确帮扶、精确管理。
