After the implementation of the National Medium-and Long-Term Plan for Human Resource Development (2010-2020),more and more local governments start to explore how to construct the "human resource special zone". This paper discusses some theoretical issues including the concept of "human resource special zone", and summarizes its four main types in different areas nowadays. Besides, it examines the achievement and problems in the process of the "human resource special zone" construction. Then, this paper contends that we should make top-level design of the "human resource special zone" construction well, and construct it in different areas according to their own conditions. Furthermore, the "human resource special zone" can promote the economic and social development of the local governments. In the process of the "human resource special zone" construction, the local governments should not only innovate the human resource management system and mechanism, but also encourage the social organizations to participate in it actively, so that the construction can be cooperatively promoted smoothly.
