Zhongguan Village Human Resource Special Zone (ZSZ) is the first national special zone for human resource development under the guidance and supervision of the Coordinating Group of the Party Central Committee for Human Resource Development. As a test field of the institutional innovation of human resource development, ZSZ sets an example of the human resource special zone construction for all other regions in China. This paper analyses the background and the orientation of ZSZ, outlines the stages of ZSZ construction, and generalizes its characteristics. It concludes that attentions should be paid on the strategic and top-level design during the human resource special zone construction, and we should strengthen the cross-region and cross-department coordination, clarify the values and the orientation, emphasize the efficiency of human resource input, and make a better environment for human resource development by good policies.
