20世纪80年代以来,发达国家陆续提出了核心素养的概念。随着相关研究的不断发酵,越来越多的国际组织和国家、地区参与进来,核心素养已经成为国际教育改革的重要基石。本研究从全球范围内选取了有代表性的5个国际组织和24个经济体的21世纪核心素养框架进行了分析。归纳了培养21世纪核心素养的三大类共10项驱动力;提炼出21世纪核心素养的两个维度共18项素养要素;基于这两个框架,比较了不同驱动力和素养要素被关注的总体情况,以及不同收入水平经济体关注程度的差异。本研究还从课程、学与教、评价三个方面结合案例呈现21世纪核心素养教育实践可资参考的经验,从政府政策支持、加强自主权、利用社会资源、加强教师培养四个方面分析了21世纪核心素养教育的支持体系。
<<Since the 80s of last century,the developed countries had put forward the concept of core literacy. With the continuous fermentation of related research and the involvement of more and more international organizations,countries and regions,core literacy had become an important cornerstone of international education reform. In this study,frameworks of core literacy for the 21st century from five representative international organizations and twenty-four economies were analyzed. And three categories a total of ten driving forces and two dimensions a total of 18 elements of the core literacy for the 21st century were drawn out. Comparisons on the degree of concerns of the different driving forces and elements,and on the differences among economies of different income levels were made. This study also presented the experience of education practice of core literacy for the 21st century from three aspects:curriculum,learning and teaching,and evaluation. The supporting system of the core literacy education for the 21st century including support of government policy,reinforcement of autonomy,and utilization of social resources and strengthening of teachers’ training was analyzed.
