通过对第五届地方教育制度创新奖获奖案例的分析,可以认识当前地方教育制度创新的基本特征:促进农村教育科学发展、地方教育行政体制改革最为活跃;教育创新的主体行政层级增高,“东西规律”明显但差距缩小;教育创新的动因更加多元,主动型创新增多;管办评分离成为主要创新点,普惠性学前资源的长效机制逐渐建立,社会多元力量参与教育变革。
<<The basic characteristics of current local education system innovation could be understood through analyzing the cases of Fifth Local Education System Innovation Awards. The most active local educational administrative system reform focused on promoting the development of rural education. The administrative level of education innovation had increased and the differences between eastern and western regions were still obvious but the gap reduced. The motives of educational innovation became more diverse and active innovation increased. The separation of administration,operation and assessment became the main innovation. The long-term mechanism of pre-school resources was gradually established,and multiple social forces were involved in education improvement.
