Focus on the difference and integration，this paper classifies，induces and summarizes the poverty alleviation policies of Liupan Mountain Continuous Poor Area since 2011. First of all，the poverty alleviation policies from 2011 to 2016 are analyzed and summarized on national level and provincial level. Secondly，from the perspective of time and space evolution，this paper makes a comprehensive analysis of quantity，emphasis and content of poverty alleviation policies of the four provinces in Liupanshan Continuous Poor Area，i.e. Shanxi，Gansu，Ningxia，and Qinghai，and summarizes the basic characteristics. And then，applying index system of people-industry-land involving specific policy design goal and possible policy content to analyze the difference of poverty alleviation policies of the four provinces. Finally，the integration of poverty alleviation policies of the four provinces is summarized. The results of the study show that the gravity of policies of the four provinces is from regional poverty alleviation to precise poverty alleviation，and the content of the policies has more precise and diverse. The poverty alleviation policies of the four provinces oriented people-industry-land have different emphases and obvious differences，and the provincial integration of poverty alleviation policies plays an important role.
