Longchang village is a typical poor village in Dianqiangui Rocky Desertification Area. Based on the concept of joint development of people，industry and land，this paper analyzed implementation and effectiveness of poverty alleviation policies in Longchang village. Through survey，we found that Longchang village has formed a road to implement help-the-poor policies，we named it as “solid people’s foundation”，“develop industries” and “explore land’s coordination”. We also found there are some problems exist during the implementation of poverty alleviation policy in Longchang village. Firstly，policies of “people” are more obvious than policies of “industry” and “land” policies. Secondly，there is poor effectiveness in the coordination of “people”，“industry” and “land”，and less improvement in economic vulnerabilities. Thirdly，the overall level of identification of poverty alleviation policy of each dimension is higher，but the level of identification of poverty alleviation policies of each dimension is uneven. Fourthly，the overall awareness of the implementation effectiveness of poverty alleviation policy is low，but there is a big difference in the recognition of each indicators.
