Taking a rural immigrants community at the center of city H as an example，this paper elaborates three kinds of actors’ pluralistic values and practices of old city. Firstly，the urban administration，urban planners，as well as common urban residents with high-modernist position，believe in clearance of old city and rural immigrants. Secondly，existing urban residents in the community have a complicated position. On the one hand，they exclude rural immigrants and they look forward to the renewal of old city. On the other hand，they rely on rural immigrantsfor the real estate rental market. Thirdly，old city is both working and living space for rural immigrants. By utilizing the space properly，rural immigrants establish an arriving city. Based on the analysis，this paper emphasizes the values and importance of old city in urbanization and urban diversity.
