At present，there are some problems in the dominant ideology aspects of public cultural services，the matching property and affairs rights，the investment mechanisms，which result in the lacking of funds indemnification in the rural public cultural services. Therefore，the paper puts forward the following recommendations：improving the organizational security mechanism in rural public cultural service system；establishing the management system based on small towns with matched official rights and property rights；promoting the implementation of regulations and policies in rural public cultural service；attracting social capitals into rural culture construction areas；“consolidating projects” and “expanding the general”；improving the transfer payment mechanisms in rural areas；establishing the pluralistic investment and financing mechanism of the public cultural services；establishing the performance evaluation mechanism of public cultural service in rural areas.
