Beijing has entered a new phase of the World Cities Construction，for which talent is the first resource. Building the talent index system for Beijing to become one of the world cities，is able to not only measure and monitor scientifically the human resources condition，but also find and diagnose problems and provide more effective support and protection in the process. Combined with the actual situation and characteristics of Beijing，through analyzing and summarizing the judging indicators of world cities，the paper constructs a talent index system. Then the paper compares it with corresponding index from three top recognized world cities（New York，London and Tokyo），analyzes the advantages and gaps in terms of talent development for Beijing to construct the world city. In the end，the author tries to put forward corresponding countermeasures. <<
