Human capital is an important source of economic growth and innovation,an important factor for sustainable development. As the central of China’s politics,economy,culture and education,Beijing can not ignore the important role of human capital on its economic growth. We attempt to construct a comprehensive measurement of human capital in Beijing by applying the Jorgensen-Fraumeni(J-F)lifetime income based approach. We estimate total human capital and the per capita human capital of Beijing between 1985 and 2008,and also the active human capital level. Our estimate shows that human capital increased very fast during that time,and the average annual growth of actual human capital was far more rapid than the rate of population growth,active total labor human capital was growing faster than per capita active human capital,and Beijing’s human capital level was far beyond the physical capital.
