According to the development strategy of“People’s Beijing,High-tech Beijing and Green Beijing”,which was proposed by the Beijing municipal party committee and the city government,the scarcity of talent is becoming an important issue. The structural imbalance between the supply and demand of human resources is becoming increasingly outstanding,and the demand of talent is more and more pressing. The study analyses the real situation and the factors affecting the supply and demand of talent in Beijing based on the Talent Prediction Theory. And then it establishes an indicator system of talent evaluation and an index model of scarce talent in Beijing,which has passed the reliability and validity detection by collecting and analyzing the factual data came from financial field in Beijing. Based on regional and industrial quantitative and qualitative analysis of scarce talent,the study aims to provide some references for scientifically making policy of talent introduction and rationally distributing human resources.
