The grass roots and the front of production is a improtant chanel to train public servant. Based on the basic data and experience，this paper analysied the situation of the party and governmant senior public servant，summarized their four existences，discussed the main problems. Considerated the strategic and feasibility comprehensively，put forward four sorts of suggestions.
