Bringing the basic cultural service provided for rural migrant workers into the urban public cultural service system has become a problem that needs urgent solution. Unreasonable system, no more attention, unclear responsibilities, inadequate protection, invalid propaganda are all the reason that leading to the rural migrant worker' basic cultural needs can't be met. We need to reform the system, innovate the mechanisms, establish and improve the working mechanism that the local government as the responsible body, nonprofit cultural institutions as the backbones, urban communities and enterprises as the main position to provide the basic public cultural services to the rural migrant workers. <<
