This paper gives a review about the manifestations and achievements of Modi government’s “problem diplomacy” with China since 2016，discusses the causes and development of India’s attitude toward China，and analyses India’s thinking behind its “problem diplomacy” with China，and the thinking’s influence on India’s attitude toward its participation in the “OBOR” initiative. Based on these discussions and analyses，the author came to the conclusion that India is suspicious of the “OBOR” initiative，and whether China can dispel India’s suspicion actually doesn’t depend on China’s policy orientation toward India and its effects，but depends on the specific fruits that the “OBOR” initiative can achieve in other countries in South Asia.
