This research is based on the case of leather industry cluster of ShiLing, GuangZhou, and using the case to establish the effect caused by the cluster in the industrial upgrading. The analysis shows that four categories of market players in the leading cluster, which is government, industry associations, enterprises, and market complement each other, play good roles. It will provide lesson and learnt for the industrial upgrading of the rest cluster of the country from the study of this case. <<
