By discussing the bottle necks and the unique advantages of Macao’s development during its implementation of “the Belt and Road（B&R）” initiative，the paper analyzes the paths to breakthroughs in the development of Macao’s cultural industries，and proposes possible solutions to promote Macao’s culture and its cultural and creative industries（CCI）from 3 aspects（material objects，organization systems，ideas and culture）. It reaches the conclusion that Macao should serve as a cultural lever for the cultural industries. And it is also suggested that overall planning and the exploitation of its relative advantages should be encouraged during specific operation，as well as multi-party interaction and the integration of eastern and western culture.
