本研究基于对北京市3000多名小客车摇号申请者的问卷调查,反映公众对北京市现行小客车限购政策的评价。从调查结果来看,小客车限购政策在缓解交通方面发挥了积极的成效,但同时导致公众购车需求得不到及时满足,“久摇不中”的现象普遍存在。购车希望渺茫和不确定感强,导致摇号申请者对现行政策的评价偏低。另外,调查结果也表明,车牌竞价拍卖、设定车牌使用期限等政策的支持率低;但是实施郊区车牌、以家庭为单位分配小客车指标,以及取消限购改为开征交通拥堵费等政策的支持率高。根据调查结果,本调查报告建议厘清小客车限购的目标与手段,重新界定政策的公平性,明确小客车总量调控的突破点。就近期政策完善而言,建议可推进郊区车牌政策、以家庭为单位分配小客车指标。
<<Based on a questionnaire of among over 3,000 applicants who were drawing lots for buying cars,the survey was aimed to investigate the opinion on the policy of limiting car-purchasing. The result shows that the policy plays a positive role in easing traffic congestion,but at the same time,the public needs of car-purchasing cannot be satisfied promptly,and it is not a rare phenomenon that some people draw the lots for a quite long time but in vain. Because the applicants feel but vague and distant hope and ever increasing uncertainty in buying car,they have a relatively low opinion of the current policy. On the basis of the survey,the report suggests that the purpose and means of limitation on car-purchasing be clarified,the fairness of the policy be redefined,and the breakthrough point of the gross adjustment and controlling be identified. So far as a soon improvement of the policy is concerned,the report suggests advancing the possible creation of suburban license-plate,and to allocate car quota by taking family as a unit.
