This study of the major problems of the Capital City，proceeding from on-the spot interview with community residents in the urban area，probes into the problems that claim attention from the perspective of the middle level. The study sorts out problems from seven aspects of the government’s social administration. They involve the management of old residential quarters，community-based social organizations，marginalized groups relying on subsistence allowances，groups of people who lost their only child，groups of which it is no body’s responsibility to take care of，neighborhood relations，proprietor-property company relations. The reason and solution of these problems are analyzed in therein.
